              made in the Central Engineering Library to review any related work.


                     An evaluation of the information developed during this search will then

              be made to insure emphasis is placed on the proper parameters during testing.

              This information should also reveal the latest testing techniques and simulation


              parameters (i. e. , advantages of moving ground plane over ground board, if any

                     Second, an economic and feasibility study will be conducted to determine

              whether full scale or something less than full scale testing should be conducted.


                onsideration will be given to test article cost, test complexity, tunnel cost,

              tunnel availability, and scaling effects. Included in thi            study will be an investi

              gation of the proper modeling parameters for engine cooling system and com­


              partment simulation.

                     Third, it is proposed that a survey of low speed wind tunnels be made to


              develop candidate facilities. Cost is always a significant parameter in any pro­

              gram, so all available tunnels will be investigated to insure that maximum bene


              fits are derived from dollars expended. Availability, particularly with govern­

              ment owned facilities, is often a critical factor. This factor will be cleared

              early in the program. Tunnel operating parameters (temperature, dynamic


              pressure, velo ity, RpA will be listed for each facility. Test section size,

              physical and effective, will be given. Also, tunnel turbulence level and blockag


              ratio will be determined for each installation.
