C. PROPOSED PROGRAM APPROACH
1. Guidelines and Assumptions: It is the intent of CHO to offe
a complete program, one which will 4 equire a minimum amount of super -
vision and coordination from Central Engineering (CE) perscnnel but yet offer
the greatest gain. The proposed scope of work is therefore divided into several
areas of endeavor which epresents milestones of progress. At the conclusion
of each work phase, meetings will be held between CHO and CE to review
progress and ensure agreement on future work plans. CHO would be respon-
ible for all phases of the program from the initial study effort through model
design, model fabrication, test conduct and final report formulation. Tunnel
arrangements and any subcontracting would also be the responsibility of CHO.
2. Definition Study: In order to insure that the most information
will be gained from thi program, it is preposed that initially several studies be
n onducted. First, many dollars can be saved in wind tunnel testing through a
thorough search of literature to determine the present state-of-the-art. CHO
has access to Redstone c n O ientific Information Center (RSIC), one of the largest
technical libraries to be found in this country. Through it, access can be gaine
to Defense Documentation Center (DDC), Scientific Technical Abstract Review
(STAR) and other large governmental agencies which specialize in scientific
information services. Computer searches will be performed to obtain D C rtment
information these agencies have on this subject covering the past five years. In
addition, all automotive trade journals and publications will be scrutinized for
