A driveway located between the building complex may also be suitable for vehicle,
testing with the addition of a suitable test section. The area is approximately 800 ft x
150 ft with a gravel surface.
The abandoned airport is across the paved street servicing the area. Distance to
any proposed test site on the airport is a maximum of 2 miles.
Two motels (Ramada and Rodeway) border the north east side of the airport and
direct entrance to the airport exists via old service and tie down area access roads.
The airport was used by the writer (Chrysler) in 1969 and 1970 for Corporate
Grand National, drag race car testing, instrumentation package testing and road course
race vehicle drive train components testing.
The city of Huntsville does not charge for the use of the facility although in the
case of race car testing and possible dangers involved an insurance policy was required
for liability purposes naming the City of Huntsville as insured (see attached example).
The area climate is well suited for year round testing with little or no snow.
Winter weather is determined by frontal air masses with relatively short periods of
adverse weather followed by clearing and cold or warm depending on frontal direction.

It is proposed that the activity be staffed with two permanent Chrysler personnel
for year round testing. Local contractor mechanics and technicians can be used as re
quired for fabrication and installation of components and systems on an open end contract
basis (hourly rate on call).
Vehicles scheduled for test can be transported to Huntsville by local based car
carriers. Cost per vehicle is approximately $60. 00 for one way transportation - round
trips would be less.
It would appear feasible at this point to operate this test activity at a very low
cost to the Corporation relative to proving ground.
Previous experience by the writer has indicated that a greater work output per
man hour is normally achieved in this labor climate and without undue restrictions from
organized groups. —
The area working conditions are far more pleasant than the formal survey may
indicate. Tests can be scheduled around any inclement weather as priorities dictate.
For instance during early spring' days the wind velocity increases during the middle of
the day. Testing could be scheduled during early morning or late afternoon hours to
avoid peak winds.
